UK Budget ‘Headroom’ Has Become a Harmful Obsession, IFS Warns
The UK should replace its simple pass-fail approach to fiscal rules with a broader “traffic lights” system to end the “dysfunctional policy making” of recent years, the Institute of Fiscal Studies said.
