Ukraine is seeking to soften an unpopular tax bill demanded by the International Monetary Fund as a condition to unlock more than $8 billion under a financing program, according to people familiar with the matter.

The Finance Ministry in Kyiv is finalizing the draft law that would raise taxes on business. But it’s opposed by President Volodymyr Zelenskiy, Prime Minister Yuliia Svyrydenko and many lawmakers, the people said, speaking on condition of anonymity because the matter is sensitive.
