A €1.6 trillion ($1.9 trillion) overhaul of the Dutch pensions system isn’t playing out in the markets the way investors imagined.

The transition process that kicked off on Jan. 1 was expected to unleash a wave of volatility as money moved out of long maturity government bonds and into riskier assets like stocks and corporate credit.
