For years, relations between NATO allies the US and Turkey have been strained over the latter’s purchase of a Russian missile-defense system, the S-400. In response, the Americans barred Turkey from access to their cutting-edge F-35 stealth fighter jet and imposed sanctions on the country.

Now, Turkish President Recep Tayyip Erdogan has proposed a solution to the dispute. He’s seeking to return the S-400 to Russia. And he’d like a refund for the billions of dollars his government spent on the system, according to people familiar with the matter.
