Thailand’s government set out plans for new carbon taxes and an emissions trading system under the country’s first formal climate change legislation.

A planned cap-and-trade mechanism to curb emissions doesn’t have a set start date and still needs additional approvals from parliament to become law and could be revised, according to proposals agreed by Prime Minister Anutin Charnvirakul’s cabinet Tuesday.
