Ministers rejected the less-expensive plan from hotel operator Arora Group, owned by billionaire Surinder Arora, to build a shorter runway without moving the M25 motorway, the people said, asking not to be identified because the decision isn’t public. UK Transport Secretary Heidi Alexander is expected to announce the choice Tuesday.
