Congo and Rwanda-Backed M23 Rebels Agree to Ceasefire Monitoring

The implementation of the process is the next step in ending a 4-year rebellion in mineral-rich eastern Congo that’s killed thousands and displaced millions. The two sides signed a preliminary ceasefire in July, though fighting has continued since, according to the United Nations.
