This year’s installment of the maneuvers — known as Zapad — is likely to be much smaller, given Russia’s stretched military in Ukraine. But tensions have been dialed up after a volley of Russian attack drones breached Polish territory this week, prompting the government in Warsaw to seek a NATO response.
