Germany sided with France to elevate discussions on the European Union’s 2040 climate goal to heads of government, delaying a vote on the proposal amid increasing concerns about its impact on industries and households.

At a meeting of ambassadors from the EU’s 27 member states in Brussels on Tuesday, Germany said the European Commission’s proposal to cut emissions by 90% by the end of the next decade should be discussed by national leaders at their October meeting, according to a statement from Denmark, which holds the bloc’s rotating presidency.
