California Governor Gavin Newsom unveiled his campaign to slash the state’s Republican-leaning congressional seats, portraying the effort as crucial to opposing President Donald Trump while accusing the White House of stationing armed federal agents outside the event.

The governor — flanked by the state’s largest unions, Democratic leaders and supporters — promoted plans for a special election in November to redraw California’s congressional districts. The more partisan map would be designed to reduce the state’s Republican-held seats to four from nine.
