Canada’s telecom regulator has ruled that major internet providers can use the broadband networks of the largest established phone companies, including BCE Inc. and Telus Corp., for their own services. The policy allows companies to effectively become sellers of internet packages to households in parts of Canada where they haven’t built out their own networks.
