The State Department has launched an investigation into Harvard University’s participation in a program for foreign researchers and visitors, escalating the Trump administration’s campaign to hamstring the school’s ability to enroll international students.

Secretary of State Marco Rubio announced the probe in a statement Wednesday, saying that the department will seek information on whether Harvard is in compliance with the program. The inquiry’s findings could affect the university’s ability to sponsor specialized, short-term educational visas for foreign scholars including visiting researchers, professors and post-doctoral students.
