Under the terms of the agreement, Penn “will adopt biology-based definitions for the words ‘male’ and ‘female,’ pursuant to Title IX” of federal law, the Education Department said in a statement Tuesday. The university will also send apologies to any women swimmers who were affected, among other provisions.
