A Thai construction tycoon and about a dozen others facing charges of criminal negligence leading to the collapse of a Bangkok skyscraper during a March earthquake surrendered to the police.

Premchai Karnasuta, president of Italian-Thai Development Pcl, which was the main contractor of the under-construction 30-story building, reported to police on Friday, a day after a court issued arrest warrants against 17 executives, engineers, designers and supervisors.
