Ukraine Truce Prospects Dim as Calls for New Sanctions Grow

Hopes faded for a Ukraine ceasefire after President Vladimir Putin sent a low-level delegation to talks in Turkey, while attention shifted to bids on Capitol Hill for fresh sanctions to bring the Russian leader to the negotiating table.

Secretary of State Marco Rubio played down expectations for the Russia-Ukraine talks set to take place in Istanbul on Friday, saying the likelihood of progress was low without a meeting between Putin and US President Donald Trump.
