The Trump administration was ordered to continue paying billions of dollars to foreign-aid nonprofits through the US Agency for International Development while litigation over funding plays out, though the mixed ruling gave the White House a hefty win in its legal fight over the agency’s spending.

US District Judge Amir Ali on Monday ruled USAID must reinstate hundreds contracts worth about $2 billion that were unexpectedly canceled between President Donald Trump’s first day in office on Jan. 20 and Feb. 13, when the judge issued a similar temporary order.
