Sequoia Capital is leading a $190 million funding round for Peregrine Technologies Inc., a startup developing a tech platform used by state and local law enforcement agencies, in a deal that vaults the company’s valuation sevenfold, to $2.5 billion.

Led by an ex-employee of Palantir Technologies Inc., Peregrine makes data analytics software that lets safety and security agencies pull together disconnected and unstructured data into a simpler interface, helping users understand and act on it.
