President Donald Trump has spent the past two days hawking what he considers a great deal for wealthy foreigners and US companies alike.

For $5 million, they can buy a “gold card” — part of a new initiative announced at the White House this week. It would, in some ways, be similar to so-called golden visa programs offered by countries around the world, which provide a path to citizenship for rich foreigners in exchange for a significant domestic investment.
