Rubio Says ‘Insubordination’ Inside USAID Forced Sweeping Action

Secretary of State Marco Rubio said the Trump administration had to take a hardline approach toward the US Agency for International Development because of resistance and “insubordination” by some of its staff toward efforts to conduct a more orderly review of its global programs.
“We are now going to have to work from the bottom up instead of the top down to identify which programs should be specially designated and therefore exempt” from a freeze on operations, Rubio told reporters in Guatemala City Wednesday during a tour of Latin America.
