An Italian court of appeals has confirmed that the government must return about €1 billion ($1 billion) to phone carrier Telecom Italia SpA as part of a legal case dating back to the late 1990s.

The court rejected an appeal filed by the government on an April ruling which ordered it to pay back about €530 million plus interest for licensing fees the company paid that were not actually due, people familiar with the matter said.
