New York’s controversial program to start charging motorists entering parts of Manhattan next month could be derailed by a slew of legal challenges that are beginning to come to a head.

A federal judge in New York on Friday heard arguments from groups suing over the project, and another jurist in suburban White Plains is set to issue her decision Monday on a request by Rockland County to block the plan. Meanwhile, in New Jersey, a judge may rule at any time to send the plan back for additional environmental review.
