The Israeli government called off a US trip by senior officials after the Biden administration decided not to veto a United Nations Security Council resolution demanding an immediate cease-fire in Gaza, a decision reflecting a shift of approach by Washington.

Fourteen of 15 Security Council members voted in favor of the resolution, which was jointly proposed Monday by the 10 elected members of the council. The US abstained, citing the measure’s failure to explicitly condemn Hamas for its Oct. 7 attack on Israel.
