Last week, nearly two-thirds of Los Angeles voters passed Measure HLA, a ballot initiative that will force the city to speed up the implementation of the mobility plan that it approved in 2015 but has largely ignored since. That plan called on the city to upgrade its road network to “complete streets” standards, designed to be safe for all users. To accomplish that, LA is now obliged to add hundreds of miles of bike and bus lanes over the coming decade.
