Police Stops of Pedestrians Keep Trending Up in New York City

NYPD pedestrian stops have increased for the second straight year under Mayor Eric Adams, raising familiar questions about the effectiveness of the practice.

New York City police are doubling down on an investigatory tactic that doesn’t yield many arrests, stopping more pedestrians in 2023 than the year prior, and recording consecutive increases in stops for the first time in a decade.

Pedestrian stops fell out of favor in New York City after a federal court ruled the NYPD’s stop-and-frisk practices were unconstitutional. A significant drop in the number of stops coincided with the 2013 court ruling. That trend appears to be reversing under Mayor Eric Adams, who took office in 2022.
