NYC Debate Begins Over Who Will Get Congestion-Toll Break

New York City is set to begin charging motorists driving into Midtown Manhattan a fee next year, but who should get an exemption from the new toll remains to be determined.
That’s the difficult task assigned to a six-member Traffic Mobility Review Board that must hammer out a tolling structure for the congestion pricing plan. The panel met for the first time Wednesday in a public meeting, with nearly 100 people in attendance to protest the plan.
