South Africa’s plans to tap additional energy generated from wind to reduce the nation’s reliance on coal and tackle record blackouts are being upended because it can’t connect projects to the national grid.

President Cyril Ramaphosa announced a series of measures in late July to address electricity shortages, including doubling purchases of wind power from private contractors to 3,200 megawatts in a latest round of bids. On Thursday, the Department of Mineral Resources and Energy awarded several contracts to solar projects but gave none to wind farms.
