COP27 in Sharm El-Sheikh, Egypt, is meant to be the “implementation COP” — when commitments under discussion for years start becoming actionable policies that climate leaders can point to, and residents of climate-vulnerable nations can count on. Whether this year’s climate conference lives up to that goal remains to be seen, but halfway through the second week there’s still much progress to be desired.
