Boris Johnson vowed to ramp up pressure on Vladimir Putin’s “cronies” by driving dirty money out of the U.K., as the prime minister set out an agenda that is also heavy on electoral priorities including cutting pandemic-hit hospital waiting lists and boosting disadvantaged regions.
