It started with a non-disclosure agreement and reports of a potential Amazon distribution hub in this seaside California town. Then came the slow shipping.

On Monday, Aug. 23, Ryan Anderson pulled up the Amazon.com Inc. website and tried to order a pack of 18 Swiffer dusters to his house in San Clemente. The company said they could have the $11.97 purchase to him by Saturday.
Three minutes later, he tried making the same order, but this time directed Amazon to send it to his office, also in San Clemente. “FREE delivery: Tomorrow,” the site advertised.
