With passage of the American Rescue Plan, the U.S. has added $1.9 trillion to the roughly $14 trillion in economic relief governments globally are offering in response to Covid-19. So far, only 7% of the total is explicitly aimed at cutting harmful greenhouse gas emissions or aiding climate adaptation. The U.S. package adds no new funds to that. The vast majority of capital committed to date is not climate specific: disaster relief, aid for healthcare, wage subsidies and cross-sector funding.
