The man who was a driving force behind a U.S. sanctions law targeting human rights abusers faulted the Biden administration for not punishing Saudi Arabia’s crown prince after a declassified report said he was behind the murder of columnist Jamal Khashoggi.

“I can’t think of a bigger failure of a foreign policy test for the Biden administration than this first test, which is not using the Magnitsky Act on Mohammed bin Salman,” Bill Browder, the co-founder of Hermitage Capital Management, said at an event on Tuesday. “It effectively says to Mohammed bin Salman, you can get away with murder because you’re so important.”
