The Saudi-led bloc’s 13 demands on Qatar made more than three years ago to end a Gulf standoff were a “maximalist negotiating position,” a United Arab Emirates minister said Tuesday, as the Arab quartet agreed to fully restore ties.

“This is something that we have always said -- that the 13 demands, at the time, were considered, what I would call, a maximalist negotiating position,” Minister of State for Foreign Affairs Anwar Gargash told CNN in an interview.
