Texas and Florida halted bar drinking and Arizona reported a surge in infections as the U.S. wrestles with a worsening outbreak, chiefly in Sun Belt states that were quick to reopen the past two months. New cases in Texas jumped 4.3%, above the week’s average.

San Francisco is delaying the next phase of its reopening, after a jump in new cases. New Jersey’s schools will reopen in September with smaller class sizes.
