Qatari ruler Sheikh Tamim bin Hamad Al Thani is scheduled to travel to Rwanda on Monday as Gulf Cooperation Council leaders prepare to meet in Saudi Arabia a day later.
It wasn’t immediately known if the Qatari emir will return to the Middle East to attend the GCC summit on Dec. 10, and if not, who if anyone will represent him.
