Tariffs are not the only, or perhaps even the main drag from the U.S.-China trade war, according to Bloomberg Economics. That prize goes to head-spinning policy uncertainty. A gauge of trade policy uncertainty in the U.S. is at levels not seen since Nafta ratification in the 1990s. China and Europe face a similar problem.
