Republicans are at risk of losing more seats in Congress if they don’t start offering real solutions to climate change, said a former GOP representative who has joined a high-powered lobbying effort on the issue.

Ryan Costello, a centrist who didn’t seek re-election from his southeastern Pennsylvania district last year, said Republicans are ceding the debate to Democrats as they struggle to respond to some of the nation’s biggest challenges.
