Merkel Bloc Risks Polish Ire by Setting Conditions for EU Cash

Germany’s ruling conservatives have insisted that Chancellor Angela Merkel tie the disbursement of European Union funds to preserving the rule of law, raising the risk of a clash with populists in Poland and Hungary during negotiations over the bloc’s trillion-euro budget.

Merkel’s CDU/CSU parliamentary group last week approved the demand in a position paper that sets out guidelines for the German leader for a meeting of EU leaders Dec. 13-14 in Brussels to discuss the bloc’s budget, the single market, migration and external relations.
