The populists setting the agenda in Italy are training their attacks on the European establishment as they prepare for the next battle over the 2019 budget.

Deputy Prime Minister Matteo Salvini on Monday appealed to voters in next year’s European Parliamentary elections to save the European Union from the regime of budget restrictions and open borders that he says is to blame for the continent’s problems. His ally Luigi Di Maio promised the ballot will be an "earthquake" before heading to Berlin for talks with officials including Economy and Energy Minister Peter Altmaier.
