Special Counsel Robert Mueller’s investigation into Russian meddling in the 2016 election and possible collusion by the Trump campaign -- or as Trump likes to call it, “The Witch Hunt!” -- produces the loudest headlines because it poses the gravest political risk. While scholars are split on whether Mueller can charge Trump, Mueller could write a report that lays out evidence of obstruction of justice -- or other high crimes and misdemeanors -- as a step to impeachment hearings.
