Senegal approved the sale of Millicom International Cellular SA’s mobile-phone business in the country to a group of investors that includes French billionaire Xavier Niel, a decision that may end a dispute over the transaction that began last year.

President Macky Sall signed a decree earlier this month authorizing Luxembourg-based Millicom to sell its Tigo unit to a consortium that includes NJJ Capital, a private holding company owned by Niel, government spokesman El Hadji Kasse said by phone from Paris.
