The U.S. announcement Tuesday that it will give $533 million in new aid to fight famine in East Africa and the Lake Chad region underscores its role as the world’s top food donor, even in the face of repeated budget-cut threats from President Donald Trump. The U.S. gave more than $2.5 billion to the World Food Program in 2017, more than double the amount from the European Union, the second-largest donor.
