President Donald Trump plans to follow through on a campaign promise by rolling back the Obama administration’s effort to open Cuba to U.S. tourism and trade, with new limits being considered on travel and investment as the administration targets the country’s human rights abuses.

Asked about plans to change the U.S. policy toward Cuba, which Trump may announce during a visit to Miami on Friday, Secretary of State Rex Tillerson said the idea was still under review but signaled changes were coming. He said the administration’s goal is to allow as much commercial engagement as possible while also making sure Cuba isn’t rewarded for its poor rights record.
