GlaxoSmithKline Plc and Qualcomm Inc. are in discussions to form a joint venture as Glaxo looks for ways to develop medical technology, according to people with knowledge of the matter.
The talks are preliminary and nothing has been decided, said the people, who asked not to be named because the deliberations are private.
