Diplomats Clash on Ukraine Truce Amid Arms Pullback Row

Russia and Ukraine clashed over which side broke a cease-fire between separatists and government forces as U.K. Prime Minister David Cameron warned of tougher Russia sanctions if destabilization worsens.
Ukraine’s Foreign Minister Pavlo Klimkin told reporters after a meeting in Paris Tuesday that he and his Russian counterpart, Sergei Lavrov, were deadlocked over which side had violated the truce. Both called for a “strict implementation” of the accord in a joint statement with the foreign ministers of France and Germany.
