Cuomo Takes On Teacher Unions in $141.6 Billion New York Budget

Governor Andrew Cuomo’s proposed $141.6 billion budget sets up a fight with New York’s teacher unions as he seeks to use evaluations to fire failing educators and require high ratings to earn tenure.
The governor proposed the changes in his fifth State of the State address Wednesday in Albany. The plan also calls for increasing the number of charter schools allowed to 560 from 460. If the legislature approves the measures, Cuomo said, he would add about $800 million in school funding to the spending plan for the year beginning April 1.
