U.K. polling companies consistently understated support for David Cameron’s Conservatives last year, according to analysis by one of the party’s electoral experts.

Rob Hayward, a former Conservative lawmaker, found that polling before 2014’s five parliamentary by-elections and May’s European elections got support for the Tory party too low by an average of 2 percentage points. Support for the opposition Labour Party was overstated by 4 points in the by-elections and 2 percent in the European elections.
