Oil from Canada shipped through Keystone XL would be subject to a U.S. restriction on crude exports under an amendment a pipeline supporter is proposing to blunt a chief complaint about the project.
Senator Joe Manchin, a West Virginia Democrat and co-sponsor of a bill to approve the pipeline, said Tuesday his amendment would treat the heavy crude from Alberta as if it were produced in the U.S.
