Ever since President Jimmy Carter brokered a peace treaty between Israel and Egypt at Camp David 36 years ago, the prospect of an agreement between Israel and the Palestinians has shimmered like a desert mirage.

The image has waxed and waned, but as 2015 dawns it’s evaporating. A confluence of events is making American, Israeli, Arab and European diplomats and experts increasingly pessimistic about the prospects for ending the 66-year-old conflict by negotiating the creation of an independent Palestinian state alongside Israel.
