Empire Resorts Inc. was cleared to open a full-scale casino in the Catskills and Caesars Entertainment Corp. and Genting Bhd. were eliminated from contention as New York chose locations for three gambling resorts.

Both Caesars and Genting were seeking to build in Orange County, the closest spot available to New York City’s 8.4 million residents. The five-member Gaming Facility Location Board today eliminated all six bids from the county, citing the potential adverse affect on the Catskills project about 50 miles west. Governor Andrew Cuomo has made economic development in the faded Catskills region a priority.
