Budget rules that assume tax cuts will spur growth are no magic elixir to speed a revamp of the U.S. tax code, said the next chairman of the Senate Finance Committee.

Republican Orrin Hatch of Utah took a middle ground in a speech on so-called dynamic scoring today, saying its use should be accelerated and refined without saying it should be the only method.
